During the toddler years, redirection and diversion are still the most effective guiding tools. If one toddler bites another, the offending toddler should be moved out of reach of the other child and given a toy that is appropriate to bite.
Nannies can set simple, clear limits with the toddlers in their care. Since toddlers have a short attention span the nanny will have to frequently remind the child of the limits in place. Toddlers can be expected to regularly test the limits and nannies must be patient and expect it to take some time before a toddler consistently realizes the limits in place.
